Has anyone noticed this when the ABS kicks in on the ice and snow?

It's usually because your engine is closer to idling (your foot's on the brakes, not the gas) and the ABS takes a large amount of power to activate the pumps to create the pressure to counteract your braking effort.

Normal situation.
