I got my CB tuned today, but I still have a problem.

When the engine is running there is a whine that fluctuates with the RPMs of the engine.

Anyone else have this problem?

Check the ground, you can also add a car stereo noise reducing capacitor as close to the radio as possible.

Your ground wire is too long, not grounded well or grounded to the battery. For a CB the ground should be as short as you can make it to the chassis or frame. Never to the battery. It's won't damage anything, but you get tons of noise.
