Ok, so my dad and I worked on fixing my noise issue. We checked everything making sure everything was run well, ect. We decided to unplug the fuel pump to see if that was making the noise, bingo!

I read some stuff online from other people about quieting a fuel pump. I got some ideas and headed down to Frys. We picked up:

2 x T50-2 Toroid Cores [the red donuts]
2 x 6.5mm data line noise filters [the white boxes]

I am not sure if all of that is necessary or not but for about $6 I figured it was worth going overboard on filters. I ran my new wires [18awg] through everything as many times as the wires could and losely hooked it up to test it. PERFECT. The whine from the fuel pump is completely gone. I soldered everything up and put it back together. In less than 15 minutes of work I had fixed it. How often does anything go as planned?

I only took 2 pictures because there really wasn't much to it. You splice the RF filters to the wires that go to the right connector, there are 2 wires in it. I will warn you that if you try and start your car with the fuel pump wires off you will have your "service engine soon" light stuck on unless you have one of those OBD scanner things to clear the code.

Do you have a power inverter. A modified sine inverter can cause you CB to be useless. AM radio too.

Check out this power inverter guide for more Info.

if you don't also look for a lose ground wire on chassis.
